System-Driven Project
A capital project that impacts an entire system rather than just one component of a system.

Also defined as a capital project that arises from systemic degradation/failure of an asset rather than due to programmatic needs (compare with program-driven project).

System-driven projects are sometimes implemented as phased projects. They may also be bundled projects.
