Top-Down Estimate
A methodology for generating an estimate that approaches the building at the system level rather than the asset level.

The basic steps in a top-down estimate are:
  • Identify the facility class
  • Identify the system CRVs for the subject facility class
  • Multiply the CRVs
  • Disclose all assumptions
The decision to employ a top-down estimating methodology will depend on several factors, including:
  • Desired level of accuracy
  • Available budget for developing the estimate
  • Purpose of the estimate (ie., screening or execution)
  • Available time
  • Knowledge of facility classes
