Shifting Horizon

As a building (and its assets) age each calendar year, the terminus year of the planning horizon shifts by one year.

Listed below are some of the key attributes of a shifting horizon:
These one-year incremental shifts require a recalculation of all funding projections and models to capture those projects that were "hiding" beyond the horizon. This has a cascading effect throughout all the calculations.

Listed below are some examples of a shifting horizon:
  • A 10-year tactical plan covering the period 2012 to 2021 will shift after one year to cover the new period 2013 to 2022.
  • A 30-year strategic planning horizon will shift each year to cover the next 30 year period.
