The highest category of the asset condition risk (ACR) classification and prioritization system which carries a weighting of 5 out of 5. 

The asset condition seriously contravenes legal and safety requirements with an immediate and substantial threat to the safety of personnel and others. High consequential repair cost and major loss of revenue (in the case of commercial properties) resulting from loss of performance that cannot be tolerated.
