Functionality Index (FI)

One of three primary operational indices used to establish the relative functional performance of a facility in a portfolio. 

The index provides a numerical scale used to compare variables with one another or with some reference number. To identify a wide range of configuration and  capability issues which affect a facility’s ability to serve a prescribed function; as an additional assessment procedure to identify modernization investments. 

Some of the functional categories that interfere with the buildings capability to support its mission requirements:

  • Inappropriate building layout
  • Poorly chosen materials or equipment 
  • Code violations, etc.

Changes in functionality may be driven by factors such as: 

  • Changing user requirements 
  • Revised building codes
  • Growing obsolescence of materials and technology
